​This project (originally under S25Q-004) is to develop, use and reclaim borrow material to repair (lifting and surfacing) the Howards Pass Access Road (HPAR) from Km 62 to Km 78 of the HPAR. In addition, this material will be used to repair the approaches to Placer and Steel Creek Bridge. Selwyn Chihong Mining LTD. (SCML) must complete repair activities on bridge approach abutments on two bridges (Placer and Steel Creek) located within the Northwest Territories on the Howards Pass Access Road and the Placer Creek hill capping. 

On April 17, 2025, the Board met and determined that this file is Transboundary and will be processed by the Mackenzie Valley Land and Water Board. The new file will be MV2025Q0005. As a result of the determination, the application and supporting documents will need to be distributed to include additional reviewers. Also at that meeting, the Board requested additional information and invoked Section 22.2.b of the Mackenzie Valley Land Use Regulations. The SLWB File S25Q-004 will be closed. This work will now fall under the MV2025Q0005 file.
